how to design GUI in XML ? any specific tool ?

Hi guys,

 

Now our development team project want to develop android application and my task is to develop the GUI for the system. I am wondering if anybody could reply me as soon as possible on my questions:

 

1. Is there any specific open source tool/software/program to design GUI in XML for android developer?

2. Is is possible to create html GUI and convert it into .xml GUI in android development ?
