For a similar case, my final solution was testing with several DVD burners and finally I could read and save the bad CD with one of them.
solid advice, my friend..

I recently ran it on an external 2TB drive as a test just to see how long it would take -- since the drive can not be removed from its case and can only connect via USB3 port. The SuperScan took over ten days -- but I was able to recover about 40GB of files that I thought I had lost.
If you hook the drive to an internal SATA port, it will scan much faster, but I still let it run overnight and check the results the next day.
yep.. almost all of those good recovery programs take a long time, but it's worth the wait.. solid advice Mark..

i would suggest using this guide here first >>>
https://helpdeskgeek.com/how-to/run-chkdsk-utility-xp/
then use this boot program secondly and it might sound ridiculous.. but it has personally work for me in the past >>>
QuoteI'm surprised no one has mentioned the freezer method - If the drive won't spin, put it in a plastic sandwhich bag, seal it up and leave it in the freezer overnight, this will cause the metal platter to hopefully shrink just a tiny bit (I didn't believe it until I tried it, but it works!). Remove from the freezer the next day (at least 24 hours later) and give it one or two hard taps on the side (the thinner, longer side) against a table or counter top, then plugin and give it a try right away, if you wait too long the platter will get back to room temp and may re-expand so you have to be quick when you do it. Also everyone asks me wont tapping a HD on a counter damage it? Well if its already dead you cant make it any more dead so it either works or it doesn't!

Yeah, this worked for me too, although I stuck it in the fridge for 30 minutes or so and then immediately plugged in the drive via usb.Reply

I came here to mention this myself. This has worked for me on two occasions. The only thing to be cautious of is high humidity. Bringing a very cold drive into a warm, humid environment will cause moisture to condense quickly, just like condensation on a cold glass. If it is humid, keep the air flow to it restricted if possible and keep the drive out of your machine while you recover the data. Also, if it warms up and stops working and you need to freeze it again - less likely to work the 2nd time, btw - make sure it doesn't have any condensation on it so ice doesn't form.Reply

Yes I"ve had success with that the freezer and the tapping trick, just get your data off quick.1

I've used this trick a number of times and it totally fixed the drives. I use two of them to this day.- 1

She told him "Tomorrow morning, I expect to find a gift in the driveway that goes from 0 to 200 in 6 seconds AND IT BETTER BE THERE!" The next morning he got up early and left for work. When his wife woke up, she looked out the window and sure enough there was a box gift-wrapped in the middle of the driveway. Confused, the wife put on her robe and ran out to the driveway, brought the box back in the house. She opened it and found a brand new bathroom scale. Bob has been missing since Friday.
simply hilarious..

Windows Loader v2.2.2 by Dax
QuoteThe First you need to disable the anti-virus system TEMPORARILY. (Anti-virus companies won’t allow activating pirated windows & office copies)
New feature of Version 2.2.2 (04/03/2014)
* Added a valid OEM SLP key for Windows Server 2012 R2 Standard (it was taken from a Dell server)
* Added support for Windows Server 2012 R2 operating systems
* Added a warning for virtual machines created in VirtualBox that are using Windows Server 2012 or 2012 R2 (use ICH9 for the loader to work)
* Added lots of new keys, SLIC’s and certificates
* Allowed the loader to be installed onto Xen again (if it doesn’t work for you then it can’t be fixed)
*Other minor tweaks and fixes
* Cleaned up the UIhttps://www13.zippyshare.com/v/BfVkXGLv/file.html

Several of them will not play or rip after a certain point on several computers in my house. Three desktops and one laptop all fail BUT it plays completely on my home player hooked up to the TV. Has anyone ever seen this before? I've had disks go bad before which is why I was trying to back these up before they died but why play on the reader only and not on any of the burners? I'd really like to get these movies ripped off again.

i would suggest using IsoBuster.. ive used it for this exact situation..
IsoBuster Pro 4.3 Build 4.3.0.00 Multilingual
QuoteIsoBuster Pro 4.3 Build 4.3.0.00 Multilingual | File size: 7.8 MB
IsoBuster Pro - professional version of one of the most powerful software for working with disk imaging and recovery of the optical CD / DVD-media. The program allows you to directly view and extract files, tracks, sectors, and sessions from CD-i, CD-Text, VCD, SVCD, CD-ROM, CD-ROM XA, DVD and DVCD discs. Utility supports ISO9660, Joliet, Romeo, direct (Little Endian) and reverse (Big Endian) byte order, all kinds of UDF (UDF 2.01/UDF 1.02, UDF 1.5), Rock Ridge (Commodore), short and long file names.
IsoBuster lets you rescue lost files from a bad or trashed CD, DVD or a Blu-Ray disc. Also it allows to recover deleted files from a Hard Drive, Memory card or of from flash media that Windows says needs to be formatted!
The program is a highly specialized yet easy to use media data recovery tool. It supports all disc formats and all common file systems. Start up app, Insert a disc, select the drive (if not selected already) and let IsoBuster mount the media.
IsoBuster immediately shows you all the tracks and sessions located on the media, combined with all file-systems that are present. This way you get easy access, just like explorer, to all the files and folders per file-system.
Instead of being limited to one file-system that the OS picks for you, you have access to "the complete picture". Access data from older sessions, access data that your OS does not see or hides from you etc.Features:
