Yeah i would like to go with individual but i can't really get site like freelancer .

I have heard nothing good about "freelancer " with a "r", but have heard good things about "freelance" I heard that "freelancer" rips-off everyone clients & freelancers. I don't know how or where to direct U if U R avoiding these types of places. I can code, but would be worried about getting paid; likewise U would be worried about getting work. Which is why freelance & places like it are cool because the money is held in escrow.

I don't think there's a better way of finding one online if not on freelance sites .

The only other solution: find a local company dealing with coding and ask them about the fees.
