Get yourself familiar with the obligations involved before you add yet another dead site to the net. If you like it and enjoy it - step two would be a wordpress site available at wordpress. If you then want to move on to vBulletin - that would be step three. There are many unscrupulous people out there whose only goal is to separate you from your finances.
